What are the government secrets?
What are they wanting to keep SECRET, keep from the people, the bosses of the public servants, the ones that pay their salaries for the services they are required to provide???

WHY ARE THEY TRYING TO HIDE THIS FROM THE PEOPLE???
THESE ARE THE CODES ENFORCER'S WORDS FROM HIS REPORT, WORDS THAT THE VILLAGE GOVERNMENT DOES NOT WANT TO BE MADE PUBLIC (again).
